Draft legislation put forward by Alternate Minister for Administrative Reform Giorgos Katrougalos foresees some 40,000 workers who were employed at local authorities and state bodies which operate under public law (NPDDs) on open-ended contracts being given permanent deals within the central administration.
Katrougalos said the aim of the measure, which is to be put to public consultation, is to establish “a uniform working relationship in the public sector.”
The would-be law also foresees the reversal of 3,900 sackings by the previous government, which the current coalition feels were illegal. Katrougalos has said that these rehires would be incorporated in the 15,000 hirings that had been planned for this year and agreed by the previous government and the troika. These rehires will include administrative staff at universities, school guards and Finance Ministry cleaners.
Katrougalos also said this year’s hires will include 6,000 who have met the criteria set by the Supreme Council for Personnel Selection (ASEP) but have not been taken on.
The draft law also contains provisions for the introduction of a Citizens’ Card, a smart card containing data such as each person’s tax registration number, that Greeks can use in their dealings with the public sector.
