Ποιες επιχειρήσεις λειτουργούν και ποιες κλείνουν λόγω των νέων μέτρων στη Μελβούρνη

Με τα μέτρα του σταδίου 4 σε ισχύ, επιπλέον 250,000 κατοίκοι της Βικτώριας δεν θα εργάζονται καθόλου ή θα εργάζονται από το σπίτι αν είναι εφικτό, καθώς πολλές επιχειρήσεις σταματούν ή επαναπροσδιορίζουν τον τρόπο λειτουργία τους.

Όπως επεσήμανε το ABC, ήδη 500,000 άνθρωποι δουλεύουν από το σπίτι, ενώ ακόμη 250,000 σταμάτησαν την εργασία τους τους προηγούμενους μήνες λόγω του κορονοϊού.

Εν μέσω των αυστηρών μέτρων που ισχύουν πια, ειδικά στη Μελβούρνη, στην προσπάθεια της κυβέρνησης για τον περιορισμό της πανδημίας, ορισμένες σημαντικές επιχειρήσεις που παραμένουν ανοιχτές στην έδρα τους, είναι:

-Σούπερ μάρκετ και παντοπωλεία
-Κάβες
-Πρακτορεία τύπου και convenience stores
-Πρατήρια υγρών καυσίμων
-Φαρμακεία
-Ταχυδρομεία
-Καταστήματα για προμήθεια αναλώσιμων για επιχειρήσεις
-Καταστήματα εξοπλισμού υγείας, εξοπλισμού για άτομα με αναπηρία, και πώλησης βοηθημάτων κινητικότητας
-Καταστήματα πώλησης βρεφικών ειδών και μητρότητας
-Καταστήματα με είδη μηχανών οχημάτων για επείγουσες επισκευές (drive through μόνο)
-Καταστήματα λιανικής διαδικτυακά θα μπορούν να λειτουργήσουν υπηρεσίες διανομής κατ’ οίκον και ανέπαφων παραλαβών από την επιχείρηση, με επιπλέον κανόνες και ρυθμίσεις.

-Σούπερμαρκετ, αποθήκες και κέντρα διανομής που διαχειρίζονται ιατρικό εξοπλισμό και φαρμακευτικά, έχουν επιπλέον χρόνο για να συμμορφωθούν με τους κανονισμούς, που θα τους αναγκάσουν να μειώσουν το προσωπικό τους κατά 1/3. Η προθεσμία είναι πλέον μέχρι τα μεσάνυχτα της Κυριακής, αντί την ίδια ώρα την Παρασκευή.

-Καφετερίες και εστιατόρια μπορούν να είναι ανοιχτά μόνο για πώληση σε πακέτο (take away) και για διανομές κατ’ οίκον (delivery).

-Αγώνες αλόγων και λαγωνικών επιτρέπονται με περιορισμένο αριθμό θεατών στο σημείο.

Κλειστές θα είναι οι επιχειρήσεις

-Προσωπικής φροντίδας, όπως κομμωτήρια
-Επεξεργασίας και εκτύπωσης φωτογραφιών
-Πλυντήρια αυτοκινήτων

Μπορούν να λειτουργούν με σχέδιο ασφάλειας για COVID-19

-Κλειδαράδες
-Πλυντήρια και καθαριστήρια ρούχων
-Επιχειρήσεις πληροφοριών, ΜΜΕ και τηλεπικοινωνιών

ΕΠΕΞΕΡΓΑΣΙΑ ΚΡΕΑΤΟΣ ΚΑΙ ΘΑΛΑΣΣΙΝΩΝ

Η κυβέρνηση της Βικτώριας χαρακτήρισε την επεξεργασία κρέατος και θαλασσινών ως σημαντικές (essential), αλλά υψηλού κινδύνου.

Οι σχετικές επιχειρήσεις θα συνεχίσουν τη λειτουργία τους, αλλά με τις εξής ρυθμίσεις:

-Οι μονάδες επεξεργασίας κόκκινου κρέατος, θα μειώσουν την παραγωγή τους κατά ένα τρίτο σε σχέση με τη μέγιστη δυναμική τους, στο 66%.
-Οι μονάδες επεξεργασίας πουλερικών θα μειώσουν την παραγωγή στο 80%, καθώς ο κύκλος ζωής των πτηνών είναι διαφορετικός.
-Μικρές μονάδες επεξεργασίες κρέατος με λιγότερους από 25 εργαζομένους δε θα χρειαστεί να μειώσουν τη λειτουργία τους.
-Οι περιορισμοί δε θα ισχύουν και για την επεξεργασία θαλασσινών σε μονάδες με λιγότερα από 40 άτομα προσωπικό.
-Όλες οι εγκαταστάσεις θα πρέπει όμως να έχουν σχέδια ασφάλειας για COVID-19 σε εφαρμογή, με εξετάσεις, έλεγχο θερμοκρασίας και ατομικό προστατευτικό εξοπλισμό (PPE).

Σύμφωνα με τον πρωθυπουργό, αρμόδιοι αξιωματούχοι θα πραγματοποιούν ελέγχους στις επιχειρήσεις για να διαβεβαιώνουν ότι αυτές ακολουθούν τους κανόνες.

Ακόμη, κλείνουν λόγω των νέων μέτρων οι κατασκευαστές:

-Μεταλλικών προϊόντων
-Επίπλων
-Προϊόντων ξυλείας
-Δερμάτινων ειδών και γουνών
-Υφασμάτων
-Πλεκτών
-Ρουχισμού και υποδημάτων

Με σχέδιο ασφάλειας για COVID-19 μπορούν να λειτουργούν οι κλάδοι που αφορούν:

-Παραγωγή τροφίμων και ποτών
-Παραγωγή ιατρικού εξοπλισμού και PPE
-Παραγωγή προϊόντων πετρελαίου και κάρβουνου
-Παραγωγή βασικών χημικών
-Κατασκευή φέρετρων
-Τήξη αλουμινίου
-Παραγωγή τσιμέντου και άσβεστου
-Παραγωγή φαρμακευτικών ειδών
-Παραγωγή ειδών απολύμανσης και καθαριότητας
-Υποδομές τηλεπικοινωνίας
-Παραγωγή ειδών για επιχειρήσεις άμυνας και ασφάλειας
-Προμήθεια αναλώσιμων κτιρίων διαμερισμάτων
-Παραγωγή πολτού, χαρτιού και άλλων υποπροϊόντων τους
-Παραγωγή λιπασμάτων και φυτοφαρμάκων

Ακόμη, οι παρακάτω επιχειρήσεις μπορούν να συνεχίσουν τη λειτουργία τους με ελάχιστο προσωπικό, ώστε να διασφαλίσουν ότι οι εγκαταστάσεις και ο εξοπλισμός, ασφαλώς συντηρούνται και τηρούνται οι περιβαλλοντικές απαιτήσεις.

-Κατασκευαστές πολυμερών και ελαστικών
-Κατασκευαστές βασικών χημικών προϊόντων
-Κατασκευαστές βασικών μετάλλων και προϊόντων τους
-Κατασκευαστές βασικών πολυμερών

ΟΙΚΟΔΟΜΕΣ

-Κάθε τοποθεσία οικοδομής άνω των 3 ορόφων μπορεί να έχει 25% μόνο του κανονικού αριθμού εργαζόμενων εκεί.
-Κάθε κτίριο άνω των τριών ορόφων ή λιγότερο πρέπει να έχει το μέγιστο 5 εργαζόμενους, συμπεριλαμβανομένων των επιβλεπόντων της κατασκευής
-Κάθε οικοδομή πρέπει να διαθέτει σχέδιο ασφάλειας για COVID-19
-Οι εργαζόμενοι θα πρέπει να δουλεύουν μόνο σε μία οικοδομή κατά τα μέτρα σταδίου 4
-Δεν πρέπει να υπάρχουν μικτές βάρδιες

ΟΙΚΟΝΟΜΙΚΕΣ ΚΑΙ ΑΣΦΑΛΙΣΤΙΚΕΣ ΥΠΗΡΕΣΙΕΣ

Συνεχίζουν τη λειτουργία τους:

-Τράπεζες
-Σημαντικές τραπεζικές υπηρεσίες για υποστήριξη εγκαταστάσεων πίστωσης και πληρωμών

Μπορούν να λειτουργούν, αλλά όχι στο γραφείο, επιχειρήσεις για:

-Μη καταθετικές χρηματοδοτήσεις
-Επενδύσεις
-Ασφάλειες και superannuation
-Βοηθητική χρηματοδότηση και ασφαλιστικές υπηρεσίες

ΧΟΝΔΡΙΚΟ ΕΜΠΟΡΙΟ

Κλείνουν οι τοποθεσίες επιχειρήσεων:

-Χονδρικού εμπορίου που δε σχετίζονται με φαγητό, ιατρικές προμήθειες, εκτός από όπου είναι σημαντικό για παροχή υπηρεσίας που επιτρέπεται
-Χονδρικού εμπορίου μηχανών οχημάτων και ανταλλακτικών
-Χονδρικού εμπορίου ειδών για πατώματα και άλλων αγαθών

Θα λειτουργούν με σχέδιο ασφάλειας για COVID-19:

-Χονδρικό εμπόριο μαναβικής, ποτών και ειδών καπνού

Επίσης, σταματούν λειτουργία στην έδρα τους:

-Εκδόσεις βιβλίων, λογισμικού και άλλες
-Δραστηριότητες κινηματογράφησης και μουσικής καταγραφής
-Βιβλιοθήκες και άλλες υπηρεσίες πληροφοριών

Μπορούν να συνεχίσουν με σχέδιο ασφάλειας για COVID-19:

-Υπηρεσίες τηλεπικοινωνιών
-Εκδόσεις εφημερίδων και περιοδικών
-Ράδιο και τηλεόραση
-Διαδικτυκά μέσα ενημέρωσης
-Πάροχοι υπηρεσιών internet, μηχανές αναζήτησης και επεξεργασίας δεδομένων
-Παραγωγή, μετάδοση και διανομή υποστηρικτικών υπηρεσιών για σημαντικές λειτουργίες όπως η επιβολή νόμου, δημόσιας ασφάλειας, ιατρικών θεμάτων και άλλων σημαντικών βιομηχανιών

Δεν μπορούν να λειτουργούν επί τόπου:

-Υπηρεσίες ενοικίασης
-Υπηρεσίες διαχείρισης ακινήτων και real estate

Μπορούν να συνεχίσουν να λειτουργούν με σχέδιο ασφάλειας για COVID-19:

-Υπηρεσίες ενοικίασης οι οποίες προμηθεύουν υπηρεσίες που έχουν άδεια λειτουργίας
-Υπηρεσίες εκμίσθωσης ζώων

ΥΠΗΡΕΣΙΕΣ

Πρέπει να κλείσουν τα γραφεία τους:

-Αρχιτεκτονικές, μηχανικές και τεχνικές υπηρεσίες
-Νομικές και λογιστικές υπηρεσίες
-Διαφήμισης
-Έρευνας αγοράς και στατιστικές υπηρεσίες
-Διαχείρισης και σχετιζόμενης συμβουλευτικής
-Επαγγελματικής φωτογραφίας
-Υπολογιστικού σχεδιασμού και σχετιζόμενες υπηρεσίες

Μπορούν να συνεχίσουν να λειτουργούν:

-Οσοι εμπλέκονται με επιστημονικές υπηρσίες για COVID-19
Επίβλεψης κινδύνων και αντοχών
-Βιοασφάλεια και δημόσια υγεία
-Ιατρική ή άλλη έρευνα όπου η Αυστραλία έχει ανταγωνιστικό πλεονέκτημα και το οποίο δεν μπορεί να χαθεί
-Σημαντικές επιστημονικές εγκαταστάσεις
-Υπηρεσίες διοίκησης και υποστήριξης

Δε θα λειτουργούν επί τόπου:

-Υπηρεσίες εύρεσης και αναζήτησης απασχόλησης
-Ταξιδιωτικά γραφεία
-Γραφεία υπηρεσιών διοίκησης
-Υπηρεσίες προετοιμασίας εγγράφων

Μπορούν να συνεχίσουν να λειτουργούν:

-Συντήρηση κτιρίων και εδαφών, καθαριότητα και απεντόμωση
-Τηλεφωνικών κέντρων που παρέχουν σημαντικές υπηρεσίες
-Υπηρεσίες απασχόλησης που δεν μπορούν να δοθούν διαδικτυακά

ΣΥΝΟΠΤΙΚΑ

Σε γενικές γραμμές, εκτός και αν έχει δοθεί κάποια εξαίρεση, μόνο οι επιχειρήσεις με ειδική άδεια (Permitted Work Premises) μπορούν να συνεχίσουν τη λειτουργία τους στην έδρα τους, καθώς έχουν τεθεί σε εφαρμογή τα νέα περιοριστικά μέτρα.

Η κυβέρνηση της Βικτώριας έδωσε στη δημοσιότητα το νέο σχετικό κατάλογο, διευκρινίζοντας ότι οι εργοδότες αυτών των επιχειρήσεων, επιτρέπεται να έχουν εργαζόμενους επί τόπου, μόνο αν δεν είναι πρακτικό να γίνει η δουλειά από το σπίτι.

Επίσης, ο εργοδότης και ο εργαζόμενος, πρέπει να συμμορφώνονται με τις οδηγίες υγιεινής και ασφάλειας που είναι σε ισχύ.

Οι επιχειρήσεις που μπορούν να είναι ανοιχτές επί τόπου:

-Βοηθητικές και υποστηρικτικές επιχειρήσεις. Αυτές δηλαδή που με τη λειτουργία τους διασφαλίζουν την απαραίτητη παραγωγή, προμήθεια, κατασκευή, επισκευή, συντήρηση, καθαριότητα, ασφάλεια, εμπόριο, διανομή, μεταφορά ή πώληση εξοπλισμού, αγαθών ή υπηρεσιών, για τη λειτουργία των Permitted Work Premises.
-Για τις επιχειρήσεις που είναι στον κατάλογο αυτών που πρέπει να κλείσουν τους εργασιακούς χώρους, συνεχίζεται η λειτουργία για όσες υπάρχουν λόγοι ασφάλειας ή περιβαλλοντικών υποχρεώσεων.
-Δεν υπάρχει άλλος λόγος για να υπάρχει λειτουργία επί τόπου.
-Υπηρεσίες και βοηθητικές υπηρεσίες που σχετίζονται με την υγειονομική αντιμετώπιση της πανδημίας είναι Permitted Work Premises.
Υπηρεσίες που συνδέονται με την υγεία ζώων, κτηνοτροφία ή ευημερία, όπως η RSPCA, είναι Permitted Work Premises.
-Υπάλληλοι ενώσεων, συνδικάτων, οργανισμών επιτρέπεται να προσέρχονται σε εργασιακό χώρο, όπως επιτρέπεται από τον Occupational Health and Safety (OHS).

Justice Specific:

·         Judges, Associate-Judges, Judicial Registrars, Magistrates, Coroners, Tribunal Members and their offices for urgent or priority court or tribunal matters determined by the relevant head of jurisdiction, including for bail, family violence, remand, child protection, warrants and urgent guardianships, human rights or residential tenancies issues or any other priority matters

·         To the extent necessary to support the functioning of the court, tribunal and dispute services mentioned above:

·         Director of Public Prosecutions and the Office of Public Prosecutions

·         Defence lawyers, Victoria Legal Aid, the Child Protection litigation office, Aboriginal legal services and other legal assistance providers

·         Courts Services Victoria, court support services and court registry services including security, cleaning and interpreter services

·         Other lawyers

·         Bail justices

·         Office of the Public Advocate guardians for high priority, highly vulnerable citizens and relevant staff

·         Justices of the Peace only as urgently required noting the voluntary nature of their role

·         All systems support, maintenance and operation services required for DJCS and Victoria Police to support, maintain and operate Births, Deaths and Marriages, fixed traffic and mobile traffic cameras and Fines Victoria systems

·         Administration of justice matters by legal practitioners for their clients where the matter cannot be undertaken reasonably and/or the client cannot participate reasonably in an online communication, teleconference or by means of an audio-visual link facility.

·         Required pathology and forensic services

 

Correctional and youth justice facilities, community justice services, and ancillary justice services:

·         Prisons, correctional facilities and other places of custody

·         Facilities and services for parolees, people on post-sentence supervision and detention orders, and people on community corrections orders

·         Adult Parole Board and its supporting secretariat

·         Post Sentence Authority

·         Operation of youth justice facilities, and the provision of services, supports and supervision to children and young people in such facilities

·         Youth Parole Board and its supporting secretariat

·         Facilities and services provided for children and young people who are in Youth Justice on a supervised community order, on supervised or intensive bail, on a youth parole order, or participating in the Children’s Court Youth Diversion Service

·         Facilities or services specifically funded or provided by government for children and young people who are at risk of entering Youth Justice

·         Any health or medical services (including required for any of the previous functions under this heading)

 

Council specific:

·         Emergency asset work that would impact substantially or create risk to the community if it is not undertaken

·         Essential environmental health functions that protect the health and wellbeing of the community

·         Essential / high risk local law enforcement

·         Community support services required to ensure the health, safety and wellbeing of vulnerable people

EDUCATION AND TRAINING

·         Schools for children of permitted workers, vulnerable children, and for mandatory assessment of VCAL and VCE

·         Cleaning, maintenance, security and business operation functions for schools, early childhood education and care and tertiary facilities

·         Early childhood education and care (including Sessional Kindergarten, Long Day Care, Outside School Hours Care, Family Day Care, In-Home Care (e.g. nannies)) for Permitted Workers, Permitted Industry Remote Workers authorized for care and Vulnerable Children

·         Tertiary facilities servicing the following occupations and activities are permitted to be delivered on-site, only where remote delivery is not possible:

·         Assessments for safe working practice and infection control

·         First aid training where required for COVID response

·         Study for health care workers

·         Apprentices in approved construction

·         Clinical health and biomedical science

·         Commercial cleaning

·         Aged and disability care

·         Mandatory assessments for VCE and VCAL students

·         Police Academy

·         Activity that relates to medical or other research that requires on-site attendance, care for animals, agriculture or horticulture

HEALTH CARE AND SOCIAL ASSISTANCE

·         All public and private health services, including;

·         Hospitals

·         Community-based health services

·         Ambulance and paramedics

·         Non-emergency patient transfer

·         Aged care services and retirement villages

·         Alcohol and other drug services

·         Mental Health Services

·         Primary health services, including General Practitioners and pharmacy related services

·         Blood and breast milk bank

·         Laboratories, pathology and diagnostic services

·         Maternal and Child Health

·         Aboriginal Community Controlled Health Organisations

·         All AHPRA registered health workers – and in addition, social work, speech pathology, dietetics and any other health worker required to fulfil a care plan endorsed by NDIS, TAC, Workcover or DVA –  to provide services that prevent a significant change/deterioration in functional independence necessitating escalation of care (e.g. a requirement for specialist input/review, an increase in care needs and/or alternate accommodation, avoiding a hospital admission or emergency department presentation).

·         Dentists for urgent care

·         Medical specialists where urgent specialist consultation is required

·         IVF services

·         Immunisation services

·         COVID-19 testing facilities

·         Any other services related to the COVID-19 health response

·         Telehealth services

·         All community services and the necessary support services that enable their functioning, including:

·         Child Protection services

·         Residential care services

·         Disability services

·         Homelessness services

·         Family violence and sexual assault services

·         Aboriginal Community Controlled Organisations

·         Agencies carrying out essential relief activities, including Neighbourhood Houses

·         End of life services, including:

·         Funeral, crematorium and cemetery services, mortuaries and morgues

·         All administrative, system support, asset work, security, cleaning and maintenance (e.g. waste), environmental health services, as they relate to above listed health and community services

ARTS AND RECREATION SERVICES

·         Zoos and nature reserves for the purposes of treating or caring for animals, performing an animal rescue function or maintaining the facility/reserve

OTHER SERVICES

·         Car parks supporting permitted workers and industries

·         Urgent / emergency residential repair and maintenance

·         Essential maintenance for safety and upkeep of public and recreational spaces, such as parks, gardens, golf courses

·         Automotive, machinery and equipment repair and maintenance are permitted to operate where providing support to a permitted service or industry or where required to maintain the health and safety of Victorians at home or at work

·         Labour hire when servicing a permitted workplace

·         Security services where required for the safety of a permitted workplace

·         Places of worship for permitted funerals, hosting an essential public support service, broadcast (with restrictions)

·         Thoroughbred, harness and greyhound racing, with necessary participants only

·         Elite sport facilities for the training of professional and high-performance sports persons only
