Victoria recorded 1,749 new cases of COVID-19 on Tuesday and 11 deaths.
There are now 22,476 active COVID-19 cases in Victoria, and 163 people have died during the current Delta outbreak.
The new cases were detected from 68,702 test results received yesterday.
There were 36,751 doses of the vaccination administered at state-run sites on Monday, and more at GP clinics and other hubs.
In Victoria, more than 40 police staff have been stood down and forced to take accrued leave after refusing the vaccine and face subsequent disciplinary action which may lead to dismissal.
Exemptions only apply if an employee is unable to be vaccinated due to a medical issue, say the police.
As Melbourne opens up on Friday when the state hits the 70 per cent double-vaccinated milestone, hospitality venues have been warned to prepare for outbreaks.
Victoria’s COVID-19 Commander Jeroen Weimar said on Monday that businesses should take safety precautions seriously.
“Maintain those important COVID-safe principles, the segregation or bubbling of your workplaces and workforces, so you can manage the impact, because there will be positive cases in circulation,” he said.

The state government, meanwhile, is facing criticism for keeping retail shut while opening their doors to pubs and restaurants, allowing for 20 vaccinated people inside and 50 outside.
New rules on Friday will mean that ten people will be allowed to gather at homes, while the 9pm curfew will be scrapped along with travel limits within metropolitan Melbourne.
