Draft bombshell documents have been leaked to the press showing how Melbourne’s stage four lockdown, due to have ended on 13 September, would be extended for a fortnight through to 28 September.

The Herald Sun exclusively revealed the preliminary draft of the state government’s road map which Victoria’s Premier Daniel Andrews vowed to release on Sunday after meetings with key stakeholders.

Premier Daniel Andrews said “documents that have been the subject of a lot of interest over these last few hours are out of date and have no status”, while he also confirmed 113 new COVID-19 cases for Thursday.

The draft document revealed by the News Corp publication keeps the 8pm curfew in place and continues to enforce widespread business restrictions. Though there is no definitive date for the opening of retail, hospitality or entertainment venues to open, it is stated that the case numbers would guide that.

It allows for two hours of exercises per day, slit up in two sessions, but giving single parents the right for a nominated visitor at home. Libraries would also be open for contactless collection and delivery.

Childcare would reopen without permits from midnight 27 September, however schools would return subject to further health modelling in Term 4 with a phased return. The road map seen by the Herald Sun allows for additional onsite work in some industries after 28 September, although strict rules would be in place for this.

At the end of the month, people would also be allowed to socialise outdoors with five people from a maximum of two households.

A traffic light system would be put into place to explain how industries can function with some contractors cleared to start work from 14 September.

The goal is to drop figures to an average of five new cases per days over 14 days for the state to go into stage two (going outside with rules, gathering with 10 people and travelling around the state.)

Victoria would move to stage zero when there are no active cases for 28 days.
