Prime Minister Hon. James Marape has officially welcomed Justice Andrew Kostopoulos as the new Resident Judge for Hela Province, marking a pivotal moment in strengthening the rule of law and judicial services in the region.
Addressing a large gathering in Tari, PM Marape stressed the vital importance of respecting legal institutions and law enforcement officers. He commended the Chief Justice Sir Gibbs Salika and Deputy Chief Justice Ambeng Kandakasi for their commitment to expanding access to justice in Hela Province.
“Bringing judges and court officers into provinces like Hela is not an easy task,” said Prime Minister Marape.
“But it is a step forward in ensuring justice reaches all corners of our country. The greatest gift we can give is to be law-abiding citizens.”
Justice Kostopoulos officially assumed his duties on 22 May 2025, presiding over the Tari National and District Courts. His appointment, made by PNG’s Judicial and Legal Services Commission and sworn in by Governor General Grand Chief Sir Bob Dadae in March, reflects ongoing efforts to attract experienced legal professionals from Australia and other Commonwealth countries to bolster the judiciary.

The Prime Minister also acknowledged the Chief Magistrate’s role in deploying magisterial staff to the region, and called on the people of Tari to support and respect all officers of the court.
“To the people of Tari: if you create trouble, the police will be on the lookout for you. Respect the new resident judge and allow him to perform his duties. Any further disturbances will reflect poorly on all of us,” Marape warned.
The ceremony was attended by a distinguished group of national leaders, including Minister for Justice and Attorney General Hon. Pila Ninigi, Chief Ombudsman Richard Pagen, Police Minister Peter Tsiamalili Jnr, Police Commissioner David Manning, senior law and justice officials, and Hela Governor Hon. Philip Undialu, who handed Justice Kostopoulos the keys to his official residence and work vehicle.
In a public message of support, the Australian High Commission in Papua New Guinea congratulated Justice Kostopoulos, stating:
“His appointment supports PNG’s efforts to strengthen judicial capacity and access to justice by attracting professionals from Australia and other Commonwealth nations. Welcome, Justice Kostopoulos and thank you for your service to Papua New Guinea.”
